The plot of Punishment Two centres on big bad cop-hating Buddy, who jock-naps blonde, college surfer boy Steve (whom he encounters, hustle-hitching near the beach). Buddy takes him to a sleazy, deserted gym, throws him in the ring, ties him up and rip-strips him for a truly merciless ball-grabbing, gut-punching, arse-slapping, body-bruising workover. Officer John Hare shows up to rescue the golden boy, but is tricked into getting captured, stripped down to his police-issue jockstrap, beaten badly, then tied up to watch the continued punishment of surfer Steve. Following Steve's painful and prolonged ordeal, Justice takes the nearly-unconscious pretty-boy to the showers for continued abuse in front of the still tied-up cop.
